even looking at their names discourage me from loaning my player.

+1 to punishment, 'cos they keep getting more morales to give false personal information as the seasons go by.

Well for starters, if you don't have anyone trusted to loan to then ask for screenshot proof of coach/training schedule. I recently loaned a CF out to a stranger and he gave me screenshots of his training schedule for the next 3 months aswell as coach % etc,

If punishments are to be introduced for this then they should be somewhat severe, as long as their is enough proof of course.

No loaning players for season?

And how would you implement that, would you have @'s check into every loan where two managers don't agree on what they supposingly agreed on? Who decides on the severeness and how can there be any fair punishment for this?

I think a loan cancel button is the fair choice. If you think you player is treated unfairly, take him back. If you cannot train a loaned player, send him back. Pushing the button should have financial impact (like firing a player). Giving punishments for something that is not implemented in the game (there is no hard-coded promise for training when loaning a player, there is no specific contract on it etc.) is silly.
