should a system to appeal fines be introduces?

the game is run to much in an autocratic manner where @s have to much power and the managers have no control.
we have the right to appeal fines that we do not believe are fair.
please vote if you think a system should be introduced to appeal fines.
also to show a system of how they fines are calculated.

Two things,
1 you can appeal a fine I have seen many overturned
2 if you buy cheap you will be fined up to market price + certain % I think it's 25 to make up for unpaid tax and as a punishment
and if you sell too expensive you will be fined to bring it back down to market price + again the same % I think it's 25

Currently, the way you appeal a fine is to write the fiscal who fined you first, then the others if it is turned down.

It would be good if there was a more systematic way to appeal so that you can more easily do it, and fiscals can see the appeals, like cheat reports, in 1 location.

As for users having no power, this is not actually true. We listen to reason, and fiscals don't always agree anyways. There's quite a range of personalities, nationalities, private league affiliations and ages in the fiscals. This helps to prevent any collusion.

i dont mean have no power sorry, i mean most @s are stubborn and dont want to be corrected which makes managers seem powerless.
all they say is email @info.... who are even less helpful.

The general rule is 50%, however, this can differ from case to case. Often times it is reduced if the player can prove they made an honest mistake for example. This amount increases if the user being fined has been in trouble recently for the same offense. In some cases, the fines are increased due to the severity and can sometimes (very rarely) lead to team reset.

Each case is different, so it's not an absolute.

And your case Sean, was handled by a couple of @ who studied the case and agreed on the fine. You are welcome to appeal this if you feel it is unfair.

This one is not correct I think.. I have seen many managers selling and buying over the market price and not a single one of them were fined.. Nobody respects the market price rule thing, everybody is coming up with prices on their own just to win more money.. 2-3 days ago I wanted to buy a LDF, I asked one manager about a 58avg he asked for 45mil. and when I asked someone else with similar avg and FC he asked for 85mil. I know it doesn't mean that he should be fined but all I'm saying is that when it comes to buying and selling over the market price nobody says anything..

Doing your transactions thinking "nobody respects the market price" can get you fined easily. There is a market range always.
On auction though there is rarely fines for anything as long as it wasn't direct purchase. If you buy for low you won't get fined as eveyone had the chance to bid, if you sell for too high and it is way above market price range, the seller will get a fine to reduce the income so that it is within market range.

Transfer agreement is a different story. Too low or too high can get you fined

Let's say that LDF is 58 average and 65 forecast and the player is 24 then that guy would have been fined if you had paid 85M. But if forecast is 85 then the range is much wider but again you only gave position and average. Many more factors are taken into account.....attributes (not average), forecast and even age. If the 1st one is 75 forecast and 24 years old and the 2nd one is 19 and has 80cast then the range would definitely be higher for the second player.

But again the fact that people ask prices which are way over market doesn't mean people actually pay the price. People always look for lowest prices (except when helping friends which can turn into excessive help then fine).
Usually people pay within range even without realizing because they have a feeling that a price "isn't right". Exactly as you knew 85M was too high
