Players will naturally show smaller gains in stats and average as they get closer to their peak, but it's weird that a CDF would gain nothing with Clearances but gain a bit with Man Marking. Maybe have a look again next time you train Clearances to see if he even gains 0.01's and 0.02's on individual stats, these probably won't show as an average increase because they're too small.

When you train your forward for penalty shot than the other trainings.
Say the players peak is 99.
It will get to a stage that the shot and leadership will reach 98, so by then, training penalty shot will make insignificant change.
Other trainings will then definitely improve players than penalty shot.
I mean you've train clearance to the maximum for that particular player than you train man-marking.
