I would also suggest that you consider how much in-game cash is sitting with teams in the top divisions. I see where you are going with this but it does not really matter which structure you choose. The fact is, the developers of this game make money (which allows the game to continue) by selling GB for real money as part of a business. It's a nice idea, but the owners of this game cannot use your 1m match day revenue to contribute to their weekly food shopping much like you cannot walk into a supermarket and pay for your groceries with buttons.
