does progress and forecast change?

Progression is fixed, but forecast can change depending on the coach percentage and the intensity of training.

However, progression can change for juniors who are not promoted at 19 years of age. Their progression points increase daily by -1%.

Forecast is dependent on training, so that can change. With the right training and management, your player may actually exceed their initial forecast. Similarly, with incorrect training or poor management your player may fall short of their initial forecast.

Progression is a lot more fixed, as a general rule, does not change during the lifetime of a player, whether he is 14 years or 35.

However, if a player is left too long in the junior team, so a red 'P' sign appears next to their name, this player will lose 1 progression point per day, meaning his forecast will also go down each day - I'm not sure if it's by 1 exact point per day, or something more relative to his now-lower progression - but either way it will go down.

Keep this 1-prog-per-day rule in mind when considering either to buy a 20-year-old junior player, loaning a 19-year-old junior to another team as a junior player, or keeping a 19-year-old player in your junior team because there's no room in your senior plans for him.
