Should these rules be implemented?

Many managers have form the habbit of hostiling the players of smaller teams. Even to the extent of paying 3 times or more of their salaries. Some teams always be in red almost every week because of wages they pay their players. Let these law be enact so team will be watching their pocket before paying huge sum of amount for players. I think players should go to strike if they are not paid their wages.
