Because it would make the "farming" situation worse?

 It is possible to extend your squad as far as 31 I think. If you pay the 750 GB to extend your squad to 28, then loan out three players, then buy three more players, when those loans come back next season your squad size will be 31.

Of course, you won't be able to buy any players until you sell three, but it's still possible
