Should leagues with less than 14 teams be considered in the PL Rankings?

The rankings have been expanded. All Private Leagues with at least 1 team in the top 125 are represented. Teams highlighted in purple do not have 14 members. Hi! I´m speaking you from organization of Hardcore´s league. First of all, congratulations, great job. We think you have to do your average of "HC" PL using our 2 groups as one big group. This season we are 16 teams, but we don´t have different divisions. Obviously we have to take the solution to make 2 groups, because max number is 14.
