I believe they are to tweak your defense, middle, and offense, while maintaining your advanced formation, so you don't have to make a new formation if you just want to pull your defense down a bit, or push your offense up a bit, etc. Basically they finetune your formation.

 My midfielders dont withward most of the time and get much offside is it because of the tactic line i moved up or why? 18/08/2012 23:59

 Well, it's a combo of your formation AND your tactics lines.

Pull the yellow MID line down, and pull the red FWD line down, but also make sure (in your formation) that your midfielders are supposed to withdraw with the ball and your attackers don't sprint out infront of the ball.
