Europe - I think this way: The 9 group winners go straight. From the 9 runner-ups, 8 will do a playoff, and 4 will go to Brazil. I don't know how they pick 8 out of the 9 runner-ups, but probably by points, goals, etc. Hence, Europe will send 13 teams (9 group winners and 4 runner-up playoff winners).
