Those who play http://us.ibasketmanager.com of UPlay can understand me better.
There we can change / plan to change our game play according to how opponent is playing. look at these

if we see it properly we can adjust our team formation in accordance with attacking style of opponent during game, we can implement it here n say we can make our self defend in zones or man marking according to opponents game play.

n next

like in the example above, if we get a chance to change the formation in accordance with the opponents game play it will add more fun to the game n fairness, like if we play for offside trap n opponent does not use it at all, it's just waste of energy for forwards to run back all time, instead we can place them forward when opponent is not playing for offside.

+10000000 vijji, from my own experiences, good ones and bad ones, in IBM, these tactics can change the course of game. It would be excellent to make this in SM too.

what happens when you get stuck in an infinite loop?

Manager A (has tactics 1 and 2), and manager B (has tactics 3 and 4) playing.

Manager A sets:

If opponent uses tactic 3, use tactic 2. If opponent uses tactic 4, use tactic 1.

Manager B ses:

If opponent uses tactic 2, use tactic 4. If opponent uses tactic 1, use tactic 3.

Your scenario assumes that a team isn't setting a base strategy or that they'd set a strategy to revert back to their original strategy, which you wouldn't add a redundancy. Here's your scenario done with football terms to make it easier to follow along with.

Manager A sets:

If opponent uses tactic wingbacks, use tactic forwards. If opponent uses tactic centerbacks, use tactic wingers.

Manager B sets:

If opponent uses tactic forwards, use tactic center backs. If opponent uses tactic wingers, use tactic wingbacks.

You can really only be in one of those defensive/offensive strategies or the other.

Manager A starts with the wingers attack, and if his opponent is playing wingbacks, he switches them to forwards.

Manager B starts with the wingback defense, and if his opponent is playing forwards he moves them to centerbacks.

Thus they just nullify any sort of advantage they'd have. There would be no reason you'd even bother to set up a tactic to revert to your original setup, since you're already playing your original tactic.

No, you still have a base strategy:

Manager A starts with 2, Manager B starts with 3.

Since B uses 3, A switches to tactic 2. Since A is now using tactic 2, B switches to tactic 4. Since B is now using tactic 4, A switches to tactic 1. Since A is now using tactic 1, B switches to tactic 3 etc.

The basis of your argument is correct, it is entirely possible to end up in a never ending loop, mathematically. However it is incredibly unlikely because you would probably never set a tactic that puts you back to your original technique. Adding tactics like this would largely be exploitative, and your base strategy would be the one you'd use to try and get your opponent the best, and they'd be doing the same to you, if you saw a hole that could be exploited and added a tactic for that, they probably wouldn't know about that hole. But let's say they did and it was a trap, so they switched to something, you would then need to know they were going to double cross you, so you switched back to base. You're now in base, but they're no longer in their formation that triggers the loop. They can't have more than two triggers based on your base, so they're stopped and you're stopped too.

We are dealing in a system where there's a finite number of options, both in terms of tactics and in players. I would imagine there would be a maximum of 8 offensive and 8 defensive tactics, and really it'd probably be less. You've also got to live within the constraints of your players, many of the tactics would be unavailable to people because their squad couldn't fulfill the requirements (for example, there are maybe 3 formations I would be comfortable playing my starters in).

I also assume the devs would insert a fail safe into the system like there is now if you try and have 2 active advanced techniques that trigger on the same time and goal situation.
