 Could somebody please clarify what " That is, a defender located near the middle of the field " exactly means ?

Here is the whole paragraph:

1 .- NOTE: The speed of the defenders will be reduced if you place them out of their position. That is, a defender located near the middle of the field, will move slower (the exact percentage of the reduction is around 30%, depending on the quality of the player and how far he is from the area)

Its not clear to me if that means :

1. if i have the line of my defence high then .... or
2. if i am using two CDF then.... or
3. i totally missed the point

 Each time the opponent has passed the ball and i have ran behind and intercepted, it has been given offside. Thought the changes would be doing the opposite, right?

2 .- Players’ intelligence has been improved of forwards when they are alone against the goalkeeper. The player will not pass to a teammate who is offside if they are both alone in front of the goalkeeper.

so just to be sure.. only passing to a teammate who is offside just in front of the goalkeeper.. that means if the players gave the ball from mid or defense to an attacker . who was in offside position .. the midfielder or defender will still pass him the ball ?
