There used to be an easy way: get a good scout, get free players, sell them on auction. The scout doesn't return good enough players any more for this to work (could be a bug, the developers haven't answered a question about this for the past 3 months, not sure why they are hedging).

Now, the best way to raise your income is to take two steps

1) start winning more games
2) build up your stadium

I would do it in this order.

You can make money by spending lots of time scouring the auctions. You may find players who are under-valued that you can buy and then re-sell for a higher price. Off-peak times are the best time to buy, and your players should then sell on Friday at around 18:00 Spain time, or Monday at the same hour.

Also, use your coaches secretary to find players whose release clauses are lower than their market value, and buy them via hostile clause, then auction them off at peak times, and you can make money. Once you have a bit of cash, upgrade your stadium.

Install Pro seats as soon as you have the $6 million, it will pay for itself very quickly. Once you are able to make a week's expenses in less than 2 games, your income will start to increase dramatically. Once you are able to get the $18 million for VIP seats, install them. The first set will be able to support $137/seat tickets in Division 4, and higher in Division 3. It is worth borrowing some or all of the $6 million for Pro seats, but I wouldn't borrow much for the VIP seats unless you only need to borrow $6 million or less.

Other players may have better strategies, and you should listen to them.

However, some will recommend building up your stadium first, and I strongly disagree. Get a squad that will get you promoted or at least stay in the same division. Your stadium revenues will plummet if you get relegated to a lower division, and your buildups won't help you. Stadium income increases dramatically in each higher division as well.
