 My suggestions normally get dismissed instantly but listen
You people who are regularly are on chat will be aware of people who 'spam' the chat. As well as this, abuse and racism occurs. Now the @'s are very busy and they do their best, there are times however when no @ is around for hours, or there is not one available anyway. My suggestion is they work out people who are on chat every day (or nearly every day) to act as 'vigilantes'. For those who do not know who this is, its like a civilian who has the ability to arrest (please dont comment discussing my definiiton of vigilante). Well if a few people who between them will survey chatrooms, who have the ability to mute from chat, the spammers and abusers can be muted straight away before they abuse everybody until an @ comes on. After all it could put people off.

 I don't think this is necessary because I know they are already @ made for chats and forum..........anyway I'm only posting to put the sign of those Vigilant. It should be (~) at the start or end of the guys like ~Sam55~

 Yes but alot of the time, the @'s are either busy or not there, understandable as they are busy, just think about it, and i was thinking (V) haha 01/12/2011 22:14

Second offense could be a second chat ban or retainment.

Third could be another ban, retainment, or expulsion.

Specially on weekends and also it will save some money for dev's, I also suggest fine if intentionally wrong action is taken by them. but ethena it is too dangerous for u as u usually do some things like dennis the menace.

 Do what @Reb said. With this Lucifercave and me bans about 4-5 people per week. Plus 50% of the spammers have multi account so that takes out another bad thing in the game.
