Next season if I get promoted to div 3 and the other teams have good junior teams that beat mine won't that make it extremely difficult to maximise my juniors training?

Even if I've got players with good progression I'll just lose out because of motivation. This will surely keep the rich teams rich as they can afford to have a strong junior team.

I'm really concerned about being promoted next season now because of this.

Junior games are almost random. Don't worry about it. I play the stupidest possible junior formation, stuffing tons of forwards on the field when training forwards, and tons of midfielders on the field when training midfielders, and still win lots of games. The penalty for loss or draw is only 5% of possible training. Over the course of the season, this could be 1 or 2 training points, which is not a huge difference compared to the 50%/80%/100% difference for starting lineup versus on the bench. Also, your tactics and formation are now almost as important as player average, you can get by a team 20 points better than you if they play badly and you play well.
